Comments by the head of a budget research center suggested that the White House had chances to act sooner to avoid interruption in payments.

“They had the ability and responsibility made moves weeks ago to get ready to access these resources,” the remarks concluded. “Rather, they might decide against it in an effort to gain political advantage” as conservative leaders work to pressure Senate Democrats to vote for a funding package that would resume government operations.
